where can i find the good and super rod in pokemon emerald

Travel east from Mauville to Route 118, then Surf across this stream here to reach the other side. Talk to the Fisherman staring to where you just came from to get the good rod.

Head to one of the houses behind the Space Center to get the Super Rod.
