  7. No one country owns moon, mars or other natural satellite, planetary body.  There was the controversial "moon treaty"  of the '70's a.k.a. International Space Treaty which grants limited rights to the countries which signed it and are capable of getting there and it does include right to establish bases for exploration.  For full history and possibly a text of this full confusing treaty, try http://www.L5societyinternational.org if it still exists.  The so-called "Moon Treaty" did get the lawyers excited in the mid-'70's.

  8. There are international agreements that state no country can lay claim to any extra-terrestrial body. That includes Mars and the Moon. However, any property placed on those bodies, i.e., rovers or landers, still belong to the organizations that placed them there.

    There are some crackpots here in the U.S. (well, maybe not crackpots because they are making a ton of money doing this) selling "deeds" to patches of land on the Moon, but these "deeds" are not legally recognized by the government.
