i will assume you are asking why was the immigration agency created because no one person created immigration.

the agency of immigration wasnt really enforcing immigration rules until black tuesday the big market crash.the govt blamed the immigrants.great rounds up were held where illegal and legals alike were deported.

USCIS was created in march of 03
