  1. There is one top ranked school in aeronautical/aerospace engineering in your region. It's the US Naval Academy - Annapolis - but I'm not sure if you're interested in that. Still, it has an amazing program in that field, ranked top 10. Very strong.

There are some excellent overall engineering schools in your general area, and if they offer your field - you'd need to check - it should be strong. I'd have you look at: Bucknell (PA), Villanova (PA), Lafayette College (PA), Carnegie Mellon (PA - but Pittsburgh, and that may be a bit far for you), Princeton (NJ), Johns Hopkins (excellent engineering school in MD, but not sure if they offer your major), Penn State University Park, U Maryland College Park, U Penn, Lehigh (PA), U Delaware, and Rutgers (NJ).

  2. The University of Maryland has a top 20 engineering program.  It would be an excellent choice for Aerospace Engineering and is certainly the best engineering school in the state.

While Johns Hopkins is the best university in Maryland, their engineering program is not as good as Maryland's, and they do not offer Aerospace Engineering.

As for the Naval Academy -- the service academies are highly selective and train leaders.  They are not known for great academics.  They offer Aerospace Engineering, but 25% of the department's faculty doesn't even have a PhD.
