  1. Well first off the percentage that return.  The majority of people who get out of prison, return to prison.

Also the best predictor of future behavior is past behavior.  Like if you have a guy who has cheated on you 3 times and one time you caught him in the act.  He'll come back and promise he'll never cheat on you again.  But if you believe him everyone quotes "Fool me once shame on you.  Fool me twice, shame on me".

If someone has already committed criminal acts, it is easier to do it again.  And some criminal acts (like child molestation) is a mental issue.  Prison cannot correct that.  They still have that urge and always will.  Same with a murderer.  If someone gets out of jail with a crime of passion, in just 20 yrs, the next crime of passion is even easier to commit than the first.  You aren't afraid of the consequences.  If anything all they learn is to hide the body better.

Also convicts have spent the last several years of their life in prison.  Kids always say they fell in with the wrong crowd or peer pressure.  A convict spending years around criminals isn't going to make them think differently.  It's actually going to give them a sense that their actions are normal since it is the normal in their social group.
