  4. If you mean just shaking its tail like the same way it shakes the rest of its feathers when it puffs out sometimes, that means it's happy.  If you mean rubbing its butt on whatever it's sitting on, then it's... uh... a little too happy.

  5. to fluff up its feathers or perhaps dry them!
