local municpal efforts is dismal.  its not proactive and much is left to individual initiative. this  is due to corruption & inertia. housing facilities is non existent. its left to private enterprise and profiteering is rampant.  shoody workmanship,  bldg collapse is not uncommon. shortage of electricity despite aswan dam. blackouts r frequent. water shortage and slow flow occurs daily.  health plans tho haphazard is still rudiment and managed to stave off major illnesses / epidemic
