It would be more cost effective to invade their neighbors for more living room, especially Mongolia and Russia which have lot of empty room.  China wants to go to the moon for the prestige only... they have little interest in it for any other reason.

Why should the Chinese go to the moon to starve, when they can starve perfectly well right there in China? It probably won't be much longer before the global die-off begins. Remember those "Got Milk?" commercials? I have fun constructing imaginary situations of a similar kind: "Got Food?" No? Heh heh.

Unfortunately that would not solve the population problem. The population would still grow faster than people could be sent.
