No because there'd be no point in smoking a cigarette without the nicotine it would just be like inhaling fire smoke.  To find the lowest tar you'd probably have to check in countries that label that sort of think like Canada.  I think their benson and hedges had an ultra light brand which I guess would be the equivalent of marlboro ultra lights.  They make ones that vaporize now which don't have any tar since there's no smoke.  I think they're called eclipses and use an aluminum rod.

Although, there are "cigarettes" which do not contain nicotine, it defies the point of obtaining euphoria via the inhalation of nicotine, the active ingredient of cigarettes.  The US government places regulations on the quantity of nicotine in a cigarette, however, no regulations are placed on methods of enhancement of drug delivery, e.g. ammonia chemistry.
