WIll dogs still breed even if the female is pregnant and in heat?

Is it uncommon for a female dog to accept a male 28 days in her cycle even though she's was bred twice when she was most likely ovulating? Isn't 28 days long to still be in heat?

A dog could attempt to mate but generally the female will not accept his advances. She may even attempt to eat his face off if he doesn't leave her alone.

And again,no, a male can not tie with a female when she is not in heat.
