I don't think it is, but California has recently passed some really horrible legislation that have caused some dealers to simply not do firearms business in your state. This is EXACTLY the way your lawmakers want it. They don't have to out and out ban guns, just make it so difficult or expensive to sell guns and ammunition there that people wont do it.
