He had serious health problems at the time and his character just never received a push from fans, though the company tried hard to get him over. His work-rate was not good at all, but he shouldn't have been in the squared-circle.

WWE tried to give him a push..he had a few title matches against then champion HHH. But his performance in the ring was really bad, and the fans never got into him...thus, that is why he got used the way he did.
