I got Job offer from WACOC in Ghana, mentioned the salary 10,100 USD/ month, asked me to joint with this company in August 2008, could you please provide me information about this, especially that payment at about 4000$ for opperation license.....??!!

This is a scam.  Delete it, report it as spam, whatever you like.  Don't pay any attention to emails from people you don't know.
