how can i remove wallpaper and wallpaper border without it tearing and leaving behind the glue and paper????

Most how to sites recommend using a tool to score the paper first, then spray it with 50/50 fabric softener & water.  Let it set a few minutes then peel.  You will probably still have to scrape it to get all of the glue off though.

A lot cheaper than a steamer.

the only way is to use a steamer or soak the walls with warm water. you can then wash the walls with sugar soap to remove the old glue
