You can use the Yahoo Personals Help form to contact Yahoo staff for the information you need. Here is the link:

If you canceled your personals account and had a week or so left in the same billing period, you won't get a refund for the time left because they actually leave your account accessible for you until the end of the billing cycle, then close it out and stop billing your credit card account.
