  1. By "here" I assume you mean that you are currently resident in India?

The first thing you should do is contact the Canadian High Commission in New Delhi.  They are located at 7/8 Shanti Path, Chanakypuri, New Delhi (I worked there for 3 years in the early 1990's).  They will be the ones best placed to let you know what may be possible in a situation like this.

If the child is resident in India at this time you will need to find out if Indian courts have jurisdiction over him/her for a matter such as this.  As they are Canadian citizens and India does not allow duel citizenship, my suspicion is that they do not have the authority to carry out any adoption.  Thats where the CHC can advise you better.

  2. I don't know about the adoption processes in canada and india. But recently, in india they are allowing duel citizenship. I have heard of people born in U.S.A. to Indian parents started to live in India after some minimum years of stay in U.S.
