It is NOT legal to obtain e-mail addresses at all.  You can be penalised for soing so.  You usually have to pay to obtain e-mail address - from legit companies that is.

You wanted to advertise for free. Use services, free and paid ad sites like;

Free ad sites.

Create Articles.

Create a blog , allow comments.

Free good sites are

It is illegal to obtain free email addresses from someone. Also you do not know who these emails are going to. There is nothing better than hard work with SEO search engine optimization.

You can't and even if you did it would only end up in someones spam folder, no one likes receiving irritating messages from a company that has nothing to do with them. Your best bet is to advertise on similar websites, people will put a banner on there website if you put one of theres on your for example. You'll target customers that will actually have interest in your site and gain potential customers from someone elses hard work.
