Want to do change of status from F1 to H1B without completing phd

I want to do change of status from F1 to H1B without completing phd in usa .Kindly tell me whether I am eligible to apply for H1B. Pl help me by answering procedure details

You cannot apply for the H1-B visa, your sponsoring employer has to.  Therefore, you need to get a job offer from a US employer and they will have to apply.  With the lack of visas available, an application will go into a lottery to determine the lucky few.  As to whether your non-completion of your Ph.D disqualifies you, by itself no.
