There is apparently no set rule about this, and you'll get different answers from different branches of the same bank. It has seemingly got harder in recent months but it's still not impossible. Go smartly dressed, take a Thai friend with you and explain you want a savings account. You will not get a current account even with a WP. However for around 300 baht you'll get a VISA ATM card which will cover you for almost everything you're likely to need here. If branch one says no, just keep going until you find one. Bangkok Bank and Siam Commerical Bank appear to be the easier ones although nothing is certain in Thailand, as I'm sure you know.
