Plz answer my question. Plz note that i am not asking for organisational web site. I want to know about web site like yahoo or google where anyone can log in? Tell me about procedure & how much does it cost?

Sign up for a webhost and use a free content management system like Joomla.  You can do it for the low cost of hosting.

lets analyse your question.

firstly the word independent has lots of connotations.

sites can be of two types,

one which is hosted by different companies,eg blogger,yahoo360, typed, word press, hub etc.

point to note is that all these are free(most), and easy to use.

you just have to register and start blogging in no time and you realize and learn their potential slowly as you become expert.

DRAW BACK- limited chance for advancement, cant develop independent applications, as also your url or name of the blog will have name of the coy with it, eg yourname.blogspot.com, so in effect its not really your personal.

besides coy reserves the right to close your blog any time ( silly terms and conditions)

INDEPENDENT SITES- here you will have to first have a domain name which has not been claimed previously by any one from companies such as bigdaddy, and then either do the tweaking as per your need your self or hire a teche, and not to forget you give a monthly or yearly fees also.
