its not too difficult task but u will need to do some investment like rent few pc's then buy  a switch to connect them and

then take a lease line from a isp provider available nearby .

u will need a software to monitor the sites used by the users that come there and yes take a room on lease at a proper strategic position ,choosing a right place is very important,eg near a hostel would be a great idea.

U may give some interesting offers like ......

Try to make fix monthly income customers. such as:

if u charge Rs. 20/- per Hour, and a customer visit to ur shop and spend 1 hour daily then it will cost him Rs. 600/- per month. But it is not sure that he comes daily. If he visit only 20 day in a month then u will get only Rs. 400/-. So make a monthly Plan and give him an offer of Rs. 450/- per month for 1 hour Daily.

Make sure that the internet speed is good as well as the environment. Try to solve your customers problems rather than just dismissing them.
