Wanting to open a hookah bar... in fort wayne IN?

I work at a tobacco accessory shop, Cloud Nine, located in the downtown Fort Wayne area. Fort Wayne Is Now A Smoke Free City.. And The Only Exemption to the ban, are toacco shops!!

Since We Already Have a tobacco License We Are Just Assuming That We Can Just Start The Hookah Bar in our tobacco shop; however we dont really know where to start.

if there are any regulations and rules or guidlines we need to follow..ect.

if anyone has any advice it would be greatly appreciated!!
