Ok so id like to start up my own advertising agency

I really admire you for asking. I have been running a successful business since I turned 16 and I'm now 18. Its www.thesockbutler.com

1) You could try looking at the business link (if your from the UK) or the Prince's trust (if your from a disadvantaged background or have a disability). But in my experience the people who run these organisations only have a degree and have little grasp on the reality of running a business.  

2) Get a mentor- but first write a business plan, and then approach successful business people for advice as a 'volunteer mentor' . It may take more than several attempts to get someone to offer you advice but it's worth it.  

3) Visit your competitors (if possible) and take pictures of their premises - to get an idea on how to brand something successfully.

4) What is going to be your USP (unique selling point). Why would advertisers use your unknown agency rather than an established agency? Think about that question it's very important that you have an answer!
