Take your pick...Purdue is the best "state" university with a aviation degree..and Embry Riddle is the best "private"

Rather than racking up a huge amount of debt prior to getting the job, you might consider watching the job announcements, and when there is an opening for controllers that doesn't specify ex-military or CTI go for it.  College will not help with the all-important AT-SAT test, and if you pass that you may find yourself accepted into training.  If that doesn't pan out, go to college and either continue to pursue an ATC career, or consider another field.
