  1. ok imperails gaurds steel legion is quite complex compared to the other races you have doctrins to buy the ogrins into your army list and snipers and extra rules to help your benefit as far as i know ogrins and snipers are in the steel legion you just have too look at the rules the steel legion has its near the back of the codex and you will find a picture of a steel legion gaurdsmen and it will tell you the upgrades he must have and the 5th edition book isnt gonna make gaurdsmen suck i use tau and now that they've brought in some more shooting rules my 2 troops squads of 6 fire warriors are gonna get chewed up badly lol so theres gonna be ups and downs for armies with the new rules hope i helped you out a bit =D

  2. The Steel Legion was originally released as a special army in Codex: Armageddon which gave it its character as an armoured regiment with lots of transports and few specialist troops.

Codex: Imperial Guard (4th Edition) replaced Codex: Armageddon and gave the Steel Legion a number of "doctrines" that can be found at the back of the codex.  If you wish to play a strictly canonical Steel Legion army, then you should use these doctrines, which don't include access to Ogryns, Ratlings or Snipers.

However, there is absolutely nothing stopping you from using the Steel Legion models with a different set of doctrines or with no doctrines at all, giving you full access to the range of elite and special units listed in the codex.

Make sure you have the codex and read it thoroughly.  If you don't understand any point, check out a website like www.warseer.com, where there are loads of veterans on the forums who'd be happy to answer any questions as well as giving tips on army composition and tactics.
