Was 9/11 Actually Operation Northwoods Ver. 2.0?

I read up on Operation Northwoods and it seems eerily similar to 9/11. I just want to know if there may be any evidence linking the two?

More or less, and to think Condaleeza Rice, amongst others, stated that nobody in the gov. would have expected an event like 911.

As far as linking the two, that will probably happen in 40 years time, and everyone won't bother much.
