  1. No it is not. An expansion of presidential power would be found in something like, The Prize Cases of 1866, or FDR's WWII administration or even the Bush presidency.

    Using the Veto power is something already designated by the Constitution; so its not an expansion of power, just a proper use of it. As president he has the right to veto and if Congress cannot vote again with a 2/3s majority, then the bill dies.
