Was Bears GM Angelo derelict in his duty by leaving QBs Grossman and Orton to vie as starter-no legit ones?

As a die hard Bear fan it's hard to fathom that they did nothing to address the QB situation, either in the draft or free agency. Listening to Lovie give the same tired monotone answers he's given to questions about it for the last three years is sickening. This will come back to haunt them. When the losing starts, and it will, the fans are going to roast Angelo.
