Yes, he believed that religion was used as an excuse by those in power to keep the weak from trying to usurp power by blaming their fate on higher powers and not abuse from the powers placed their by those same higher powers.

Well, he called religion the "opiate of the masses"...  I'm fairly confident that he never wrote, "I am an athiest."  However, he didn't view religion in such a good way...
