Oakland was there.  It is on the bay and was used as a port before the Bay Bridge was completed in 1936(?).  Oakland has been fairly highly populated since the time of the gold rush.

actually the bay bridge was built first before the golden gate. Yes, Oakland was there before the bridge was built. they used ferries to cross the bay.
