Was Reinado intended as a "fall guy", a patsy, for others in East Timor.?

Taur Matan Ruak who is defence chief, and

Lere Anan Timur who is army chief, faced serious allegations in 2006. A UN investigation recommended they be charged.

Then new chums Rerden (new ISF boss) and Atul Khaire (UN boss) were brought in. They knew nothing about the background, and started hobnobbing with Taur Matan Ruak, at least to the extent of appearing on the same panels.

Then Reinado is represented as a boogeyman who is supposedly arrest-worthy.(Reinado was invited to stay in a house in Dili by Gusmao. Then he's arrested for possessing arms. He had a pistol. Then he's put in jail. Then he feared being murdered in jail, but was able to get out).

Now we read in the media about unrest last year. It's convenient to forever forget 2006.

Taur Matan Ruak has too much clout to argue with I suppose.
