I can barely decipher that awful handwriting, but it looks like he was pulled over for doing 60mph when the speed limit was 40. He didn't have his drivers licence with him. He was only 19 at the time.

There's a police mug shot of Gates doing the rounds on the internet as well - I assume it was from the same arrest.
