  1. No. Homo sapiens evolved in Africa but they were still hunter gatherers, when some of them left Africa to populate the rest of the world. I would say civilization started with the Neolithic Revolution (introduction of farming etc.) You can look up where that occurred. Mainly in river valleys, including the Nile valley which is in Africa but also in the Tigris-Euphrates basin, the Indus valley and other places, where people started settling down in large communities that formed "cities".

  2. Civilization was not created, it developed as humans gathered in larger numbers, possibly because of the beginnings of stable agriculture.

No matter how refined their behavior, people were not considered  as having civilization until they built their first city.  The population of the gathering called cities is and always has been under debate.

Egypt is in Africa and Egypt has some of the oldest cities on Earth.  There were other ancient cities, and each developed its own civilization.

  3. Depends on whether you think Egyptian culutre predates Mesopotamian culture. The dates keep on moving back!

The earliest signs of urbanisation and civilisation is urban culture (civis = settlement) so far  have been found in Egypt and Northern Mesopotamia.

Discoveries in recent decades show that "Neolithic revolutions" also occurred at early dates in Mexico the Sahel and South eastern Europe along with some parts of India and China.

Civilisations did develop in Africa but you cant say it was a primary focus!

There seems to have been a Mesolithic or Neolithic connexus of concept interchange spreading up from Egypt and through Syria into Turkey and Mesopotamia down to the Persian Gulf following ancient routes along river valleys?
