Was it fair for Togo to be banned from future African Cup of Nations?

Togo, whose team coach came under fire in Angola while travelling to the 2010 African Cup of Nations, have been banned from playing in 2012 and 2014 African Cup of Nations by the Confederation of Africa Football, as a result of their subsequent withdrawal from this year’s tournament in the wake of the shooting. Is this a fair decision?

Moustapha Salifou, back at Aston Villia following the traumatic event, believes it isn’t.

"Nobody is going to say that Cameroon is banned from two African Cup of Nations. It's just because Togo are a small country," Salifou has said.
