No -  She was never black.

When she was in France she was the color of a penny -  being that she is made of copper....

By the time she was stood in New york harbor however- she had turned a dark brown color.

From then - it took about 20 years for her to develop her lovely green patina

Try more brown. The Statue of Liberty is made from copper. When copper is exposed to the elements long enough it turns green.
