Only if someone in the Parliament did something to or allowed the country to do something wrong to the aboriginals.  Otherwise, one needs a medium to reach back into the past to get one.  That means, no.

well I would think so.  

after generations of Aboriginal people being systematically abused by instituationalised racism it was a long time coming.  it must surprise some non-Aboriginal people that many Aboriginal  people took it as a positive step towards healing.
