  1. The "House of Burgesses" in Philadelphia is the state parliament and makes and passes laws.

    The term, "Burgess" means "Freeman", "Citizen", "Councillor" or "inhabitant of a Borough".


  2. Not exactly.  They were the local governing authority.  The laws mostly came from England.
