I think it was just promoted by WWF as that since Jack Tunney had stripped HBK of the Intercontinental title in October 1993 for not defending the title often enough.This Ladder match was the first high profile match at pay per view and was to push Shawn as the Heartbreak Kid again and establish Razor Ramon as a credible title challenger.It made Match of the Year with HBK regarded as carrying Ramon during the match with some amazing moves and spots.
