That girl definitely does not look like she is 16, I wouldn't be surprised if she were 13 possibly 14. if she is under age she should confess now and return her medals

In a democratic country with a relatively free press and freedom of information laws it would be impossible to get away with such a fraud.  The only countries ever suspected of this type of deception have been those with full government control of the press and sporting bodies.  There are several ex USSR & Eastern bloc gymnastics who now say they are in fact a couple of years younger than was originally stated.

Also you can't go on simple appearance, you will meet people on a daily basis who either look much older or younger than their actual age
