    No, he tops the list for Britain.

    But King David had 10 wives:

    His son, Solomon, had 7 primary wives (Abishag, Nicaule, Bilqis, name unknown, name unknown, Makeda, and Naamah ) and 1,000 secondary wives.

In Britain, Henry VIII is tops.  However, many other kings have had dozens, if not hundreds, of wives.  (One that comes to mind is Mswati III of Swaziland, who currently has 13 wives.)  However, those have all been in cultures where polygamy is the accepted norm, at least for royalty.  Henry VIII might well be on top if one limits one's count to those who had only one at a time.
