it means that if one is not willing to give up something they have, then they do not really want what they say they want. For example, if i were to claiming that i want to be skinny, but i don't want to waste my time exercising or eating healthy then i don't really want to be skinny.

I am thinking it means not to waste stuff today because one day down the road you will need the very stuff you're wasting now. Like needless wasting of resources which will be needed one day and (to quote the vanacular) the well will be dry.
