rent a court at your local sports centre, have a sports day, everyone competes in every game, penalties, shooting hoops, running, you make it up with a member of staff, and then a trip to a fast food joint.

Lots of ways to have a cheap party. Serve cool aid or tea instead of soft drinks.Go to a bargain store to buy your chips, hot dogs and stuff. Just remember you can't have a champagne party on a beer  budget.
