  1. NOOOO!  A mental handicap is NEVER a learning disability.  A mental handicap should be used only to describe someone with mental retardation (also said as developmental disabilities).  A person with those disabilities do NOT have average intelligence.

A person with a learning disability has to have normal intelligence or better by federal defintion.

Now, here's the kicker.  Depending upon who you hear it, changes how people use the term.  A LOT of people are very stupid about it and use these terms without knowing what the words mean.

  2. Usually a learning disability. Not that they are stupid, just slower to make sense of things.

  3. Mental handicap is a BIG category. The government defines it as "a condition primarily affecting the brain, which affects the important activities of daily living".

But depending on who uses it, it could mean anything. Especially if a layperson (non-professional, especially somebody who doesn't have a family member with some kind of disability) uses it.

It could mean anything from mental retardation to a head injury or dyslexia or ADHD or autism or... well, anything that involves the brain. Realistically, you can have some sorts of "mental handicap" and be very, very good at school--dysgraphia, for example, makes your handwriting and drawing horrible, but if you're given a keyboard or enough time so you can write as slowly as you have to, you could be in honors classes otherwise. Only mental retardation really affects everything; and even then the person will have strengths and weaknesses, with strengths that could be at or above average.

Mental illness is sometimes counted into that category... depression, bipolar, schizophrenia, panic disorder, etc.

If you don't count mental illness or overall MR, then learning disabilities, autism spectrum disorders, and ADHD are the most common types of mental handicaps.
