There are only two things that will delete pictures permanently:

1. Low level format -- DO NOT DO IT, it may ruin your card. And then again, even with low level, with some degree of probability the pics may be recovered by a pro. Not as easily as after regular format though.

2. Pictures physically overwritten by new pictures (or other data).

Other than that, delete or format - the only things that will get deleted would be the references to pictures in file allocation table. The card will look empty, but there are plenty of image recovery software that will be able to pull up most, and likely all of the pictures that were there before formatting (whether deleted first or not).

So if you borrowed a card (or camera) from a friend and took some "candid" photos you don't want them to have - overwrite the formatted card completely with some junk files from your PC, or just keep taking pictures of the wall opposite of you until the card is full, then format again. In later case they'd only be able to recover your wall pics, but not the ones that were there previously.

That's your only way to make sure nobody will be able to get them out!
