No- water is slightly acidic, and will eat away at your contacts. Water also does not remove proteins from your lenses, putting you at risk of an eye infection. If you don't have solution, either go to the store and buy some or throw your contacts away.

Never use water to clean your contacts, not even for 1 second.  Water has LOTS of bacterias, it can cause a corneal ulcer and that can take months to heal and cause permanent scarring.
