BOD= Biological Oxygen Demand

COD= Chemical Oxygen Demand

Lower BOD by removing fecal matter. Chlorine may work for you.

Lower COD by removing organic contamination. Potassium Permanganate should do the trick as long as the concentrations are low.

The main purpose of wastewater treatment is to reduce the BOD and COD load.  See the references for how this is done in general.  For special wastewaters additional treatments such as ozone, activated carbon, ultrafiltration, or RO may be needed.
