  1. It is when you lay a card out, you cannot use immediately after you lay it down. You play it on your next turn.  


  2. Summoning sickness is like you cast a spell for a certain creature it takes time for him to respond, it can block for you but you can not use him to attack, it's like he is walking to your front line.

    here are two extracts from the comprehensive rules.

    The term “summoning sickness” is an informal term which describes a creature’s inability to attack or to use activated abilities that include the tap symbol or the untap symbol when it has come under a player’s control since the beginning of that player’s most recent turn. See rule 212.3f. See also Haste.

    Haste

    Normally a creature can’t attack or use activated abilities with costs that include the tap symbol ({T}) or the untap symbol ({Q}) unless its controller has controlled it continuously since the start of his or her most recent turn. Haste is a static ability that allows a creature to ignore this rule. See rule 502.5, “Haste.”

    so you see you cannot tap a creature (this is only for attacking and the tap symbol. so you can "tap target untapped creature")

    the rules say if you played the creature before the biggining of your last upkeep so if you play a flash creature during imediately after your untap phase but before your upkeep it can attack this turn
