As per the new rules (will be effect from August 01st) a non-national resident will not be able to sponsor a friend, and only dependents or immediate relatives.

See this "According to Dubai Government, current rules allow residents ('sponsors') to obtain visit visas for friends, as long as the resident earns no less than Dh10,000 a month. However, the new ruling states that only UAE nationals will be allowed to sponsor visitors that are friends.
