GIMP is great but has a learning curve (takes a while to get used to it, but it's as powerful as Photoshop, which is US$649)

Paint .NET is pretty cool too and it's a little friendlier.

I recommend GIMP, it has many features of Photoshop and costs nothing.

GIMP is the GNU Image Manipulation Program. It is a freely distributed piece of software for such tasks as photo retouching, image composition and image authoring.

GIMP or adobe photoshop...if you want simple edit of pics but with lil style and design you can go edit online on picnik.com =)
