  1. Here is what I know:

The driver side and passenger side windows can NOT have any tint.  The windshield can and may have tint from the top down to 4 inches to help out with glare.

As for the brake or tail lights, It is ILLEGAL (NOT OK) to have tinted.  You'll get notice very quick and will get cite for it.  As for the windows, the cop will have you remove it on the spot (if he is an *** hole) and you will get citation for it.

Personally, I don't really care what everyone does with their window.  I am just a bit bothered by the rear brake light as SAFETY  HAZARD.

  2. This site will tell you about California's window tint laws.

You would be foolish to put tint on your brake lights. When you make them dark it makes it harder for people behind you to see your stop lights and turn signals and you may end up getting hit. You should want others to know when you are stopping or turning. I was an Ohio trooper and I pinched people for covering their license plates and tail/brake lights with tint. I believe the package those brake light covers come in say they are for off road use.
